DNR hydrography layer is very complicated. You need to download DEM layer from DNR website only and extract the rest of data from USC GIS Server.

Go to Hydrology and related, then download GA/NC/SC hydrography (1:2 mil.) and
Watersheds (SC) as well.

 - Sign in and open ARCMAP. 
- Create your ESRI user and password
 -  Download geospatial data using USDA website (below)
